It's another part of the law that has a group called California Reform Sex Offender Laws upset (CA RSOL), the part that requires sex offenders to put up signs that say "no candy or treats at the residence" "If that sign is posted it puts into harm's way both physically and emotionally the person who is posting that sign as well as their family members and their friends," said Chance Oberstein, an attorney with CA RSOL. The group says requiring a sign makes sex offenders potential targets of violence and violates their rights. "That's certainly one side of the argument the other side though is this is to protect the children and if it protects one child then it's well worth it," said Wayne Winthers, Orange City Attorney, Nearly 100 registered sex offenders live in Orange and are affected by the ordinance according to CA RSOL. But some parents are more concerned about how children are affected, like Shannon Kane, a mother of two. "Everybody has to know hey you're a sex offender. You are protecting the kids. I wouldn't want my kids going to somebody's house and if they had a sign saying no treats no candy here, that's fine," said Kane This is not the first time a city has taken the step of requiring sex offenders to put up signs on Halloween. A similar ordinance in Simi Valley was successfully challenged in federal court last year. The city of Orange hasn't had any violent incidents targeting sex offenders since the ordinance went into effect in 2010, according to the City Attorney. Still City Council will consider removing the portion of the ordinance requiring signs at Tuesday's meeting.

Apparently some of the fundraising that Volusia Countys public schools are doing within the city has irked the citys elders. Port Orange City Mayor Allen Green says he is concerned about a sea of signs marring the citys finely maintained image. City officials need to ponder the schools funding dilemma. And they probably should back off any attempts at official action. The city likely cannot regulate school property because of state law. Whats happening is the schools are under pressure to raise private money because of budget cuts and decreased tax revenue.

The Sioux County Sheriffs Office reports that about 4:05 AM on Wednesday morning (10/9/13), 24-year-old Zakaria Hussein Ahmed of Minneapolis was driving a 2001 Chevrolet Malibu northbound on Highway 60, five miles south of Orange City when he lost control of the vehicle, which entered the median and rolled several times. Ahmed was ejected from the vehicle and sustained serious injuries. He was transported to the Orange City Hospital and was pronounced dead by the Sioux County Medical Examiner. The Chevrolet sustained approximately $3,500 in damages. Alcohol may have been a factor in the accident. The Sheriffs Department reached an agreement with U.S. Immigration and Customs Enforcement this summer to house up to 838 detainees at the Theo Lacy Facility in Orange and the James A. Musick Facility near Irvine, which would bring in an estimated $35 million to the department and help close its budget gap. But the central Orange County community of Orange raised early objections, saying the move would violate a 1995 agreement it has with the county concerning the Theo Lacy Facility, which is across the street from the bustling Block at Orange shopping center. Orange City Manager John Sibley had said the city was considering a lawsuit. In addition to the annual payout -- which amounts to 1.5% of what the county will get per detainee per day - the city will pay only about $5,000 a year to use the Sheriffs Department shooting range. It currently pays three times that. In return, the city has agreed not to sue. The agreement was approved on a 4-1 vote Tuesday, with Supervisor John Moorlach casting the lone negative vote.

yesterday Orange County improves emergency response times Chapel Hill, N.C. The Orange County Emergency Services Department said Wednesday that it has improved 911 dispatch and EMS response times. Officials said 911 dispatch times improved from an average of 2:42 minutes in 2011 to 1:25 minutes in the second quarter of 2013. The EMS response times decreased from 10:46 minutes in 2011 to 9:45 minutes in the second quarter of 2013. The department reports that increased staff on each shift, new training positions and process improvements are responsible for quicker 911 dispatches. The EMS response times have been improved by adding additional ambulances, paramedics and EMT. Co-locating ambulances in partnership with local fire departments to get them closer to their response districts and the use of Automatic Vehicle Location devices to help identify and dispatch the closet ambulance to the call has also helped, said officials. Firefighters continue to make progress on containing a roughly 50-acre fire burning in an unincorporated area of southeast Orange County. Containment of the fire near the edge of the Cleveland National Forest had increased to 40% Monday morning, officials reported. Earlier in the day, Orange County Fire Authority Capt. SteveConcialdi said at least one firefighter had suffered minor injuries and one building was damaged. The fire started about 10:10 a.m. Sunday in a large mulch pile at a nursery in the 27900 block of Baker Canyon Road. The blaze in the Silverado area spread quickly Sunday afternoon as about 125 firefighters, aided by helicopters and air tankers, fought to contain it. 
No homes are threatened, Concialdi said, and authorities hope to keep the so-called Baker fire to less than 100 acres. Steinberg decided that OCSD's firing of Taylor violated his special POBRA rights and determined that taxpayers owed the fired deputy back pay and benefits. Following Steinberg's binding ruling, Orange County handed Taylor $45,000 for back pay and unused leave time, but Taylor's lawyers are back in court insisting that taxpayers also owe the ex-deputy interest on the money from the date he was dismissed. "It is well-established that a successful party to an arbitration is entitled to prejudgment interest," wrote AOCDS lawyers Charles A. Goldwasser and Samuel J. Wells, who say Taylor should get 10 percent annual interest on the back pay.

A day before the Simi Valley law went into effect, Federal Judge Perry Anderson issued a temporary restraining order barring the city from enforcing the sign provision. However, the judge let stand provisions of the ordinance that keep sex offenders from turning on outside lights, decorating their homes, andanswering their doors to trick-or-treaters. In Orange, no registered sex offenders have been cited since the ordinance was adopted, said City Atty. Wayne Winthers. There was no need for the group to file the lawsuit, he said, since the city had been in contact with Bellucci and anticipated bringing the issue up to the City Council later this month. I read the district courts ruling and I dont see any reason why the court would look at ours any differently, Winthers said.

Earning the Gold Award is no small task. It takes over a hundred hours, hard work and learning how to lead and delegate a group of people that the girl has identified as being as passionate about her cause as she is. Then the girl has to make sure that her project will continue to thrive after she has finish earning the award. Lucy Cervino was inspired by the courtyard at Rosary High School in Fullerton, where she played as a child. For her Gold Award, she took an undeveloped area in the upper portion of the campus and created a Reflection Garden, now known as the "St. Francis Garden". Including iron and wooden benches and over 150 plants, she has created a beautiful place where students can sit, reflect and socialize for years to come.
